this happened in york, sc

Warning - this is very graphic and disturbing.This was in the Charlotte Observer (NC newspaper) today, however, it happened in York County, South Carolina. I just read it online ~ and it is extremely disturbing. Why on earth would someone trusted to care for these helpless beings be allowed to treat them this way? I just sent an e-mail to one of the County Commissioners (no other e-mail addresses were readily available ~ how convenient)Tom.Smith@yorkcountygov.com to voice my opinion, I hope you will too.
